I have made them before and they are really easy and very popular!
They are essentially the same as normal cupcakes, so mix batter as you normally would (these are red velvet). Then instead of pouring the batter into paper cupcake cups, put an ice cream cone in each hole in a muffin tin and fill the cones about 3/4 full (because they will rise). Bake in oven same as normal cupcakes, then ice them after they have cooled! enjoy! :)
